He was promoted from Senior Superintendent of Police (SSP) to Assistant Commissioner of Police (ACP) on 28 April 2010. He remained with his same duties as Chief of Investigation in the Mbeya region of Tanzania. The same year in November, IGP Saidi Mwema assigned him as the Shinyanga Region Police Commander (RPC) to replace ACP Daudi Siasi.
Athumani Msuya remained in that position for just two weeks. On December 6, 2013, he was promoted by President Kikwete to Deputy Commissioner of Police (DCP) and appointed as Deputy Director of criminal offenses (Deputy DCI). In 2014, Diwani’s duty was changed from Deputy DCI to Acting Commissioner of the Criminal Intelligence Commission. Commissioner Athumani was appointed as the Director of Criminal Investigation (DCI) to replace Isaya Mungulu on 12 May 2015.
On 18 November 2016, President Magufuli withdrew his position as DCI and appointed Diwani as Administrative Secretary (RAS) in the Kagera region. In 2018, President Magufuli sacked him as RAS and appointed him as the Director General of Takukuru to return Valentino Mlowola.
